No pension check. An account balance instead.

Roughly 11,800 people live in Irmo (Census, 2020 to 2024 estimates). More than one in five working residents is employed by a government.

Eligible public employees in South Carolina can choose the State Optional Retirement Program (ORP) instead of SCRS. It is not available to every public employee; it depends on the employer and the position.

With the ORP, your retirement benefit depends on the value of your account. Turning that balance into income is up to you.

How the ORP Differs from SCRS

SCRS pays a pension based on a formula. The ORP is a defined contribution plan. You and your employer contribute to an account with the provider you selected, and you choose the investments.

Our guide on University of South Carolina retirement planning shows how the ORP fits with other plans.

Investing the Account Before You Retire

We review the investment choices your provider offers, what each one costs and how your account is invested today.

Then we set a mix that matches when you plan to start drawing from the account.

Turning the Balance into Income

You decide how and when to draw from the account, within the plan’s rules and IRS rules. We plan how much to take each year so the money is meant to last.

Any 403(b) or 457(b) savings and Social Security, if you have it, are part of the same plan. South Carolina’s deduction for retirement income is larger once you reach 65.

Keeping the Plan Current

Markets move and spending changes. We review the withdrawal amount each year and adjust it when needed.

With retirement planning, the ORP account, your other savings and your tax return are planned together.

How We Work with Clients in Irmo

Holland Capital Management is an independent registered investment adviser and a fiduciary. M. Chad Holland, CFA, CFP® works directly with clients and is responsible for the planning and advice.

Bring your latest ORP statement from your provider, statements for any 403(b) or 457(b), your Social Security estimate if you are covered, and your most recent tax return.

You leave with an income plan for your ORP balance and an investment mix for the years before you retire.

The first conversation is free. If there is work worth doing after that, we will define the scope and cost before you decide whether to move forward.

Our offices are in Charlotte, North Carolina and Winter Park, Florida. We work with clients in Irmo primarily by video or phone. When an in-person meeting makes sense, we meet by appointment at the Regus center at 140 Stoneridge Drive in Columbia.

We work with clients throughout South Carolina. You can see the other South Carolina communities we serve here.

Our what we do page explains how a planning engagement works.

Frequently Asked Questions

Can I Switch from the ORP to SCRS?

PEBA allows a one-time switch only during a limited window after enrollment, and the choice cannot be undone. Check your dates with PEBA. We can show how each path might affect your plan.

Why Plan an ORP Account with a Fiduciary?

Holland Capital acts as a fiduciary when providing financial planning and investment advice. Since your income depends on your own account, that means advice on both the investments and the withdrawals.

We set our fee in writing before the work begins.
